Homi Bhabha Cancer Hospital, Varanasi
(Under the auspices of Tata Memorial Centre, Mumbai and the Indian Railways)

The hospital was established as a unit of the Department of Atomic Energy (DAE), Government of India and managed by Tata Memorial Centre, Mumbai. The aim was to bring comprehensive and high quality cancer care at affordable costs to the doorsteps of patients of Varanasi and its neighbouring areas and the States of India. This outreach programme aimed to offer the same quality services at similar costs as provided by Tata Memorial Hospital, Mumbai.

To provide comprehensive cancer care to one and all, through its motto of excellence in service, education and research.

Vision

To provide leadership in guiding the national policy and strategy for cancer care by:

  • Promoting outstanding services through evidence based practice of oncology
  • Commitment of imparting education in cancer to students, trainees, professionals’, employees and the public, and,
  • Emphasizing on research that is affordable, innovative and relevant to the needs of the country.

 

 

Department of Anesthesia

The department of Anaesthesia comprised of Anaesthesia services, critical care and pain management manned by trained and well versed faculty and residents. The department provided round the clock facilities for patient services. A highly equipped anaesthesia set up required for difficult and prolonged surgeries and an intensive care unit for the management of critically ill cancer patients were the hallmarks of this setup. Furthermore, this unit was specialized in the management of cancer pain.

Department of Adult Medical Oncology

A comprehensive adult medical oncology team provided facilities for treatment of a variety of cancers that required chemotherapy and supportive care. The unit initially started functioning with the management of solid tumors like head and neck, breast, lung, abdominal, and gynaecological cancers and would soon expand to treat blood cancers also. All facilities like in - patient admission, Daycare, 24 - hour functioning emergency and intensive care units were available.

Childhood cancer is rapidly becoming a significant cause of childhood mortality in India, with over 50,000 children under the age of 18 diagnosed with cancer every year. While over half of children are now being cured thanks to better supportive care, specialized treatments, leading-edge expertise and ground-breaking research, there remains a great need for child-focused cancer care centers in India. HBCH is the only provider of care for children and teens with cancer in Eastern Uttar Pradesh, and surrounding States such as parts of Bihar, Jharkhand, Madhya Pradesh and Chhattisgarh. In 2020, over 450 children with newly diagnosed childhood cancer were treated, half of those with leukemias and lymphomas, and the other half with solid tumors including bone and brain tumors. On any given day, an average of 20 children receiving inpatient care at the Children’s Hospital, with over 10,000 pediatric clinic visits per year for chemotherapy, antibiotics and other procedures or treatment as outpatients.

As an affiliate of the TMH system, and led by Vikramjit S. Kanwar MBBS, MBA, MRCP(UK), a US-trained pediatric oncologist with 30 years of experience, our physicians have access to the latest advances in pediatric cancer research, and collaborate closely with colleagues in Mumbai when needed. Surgeons and radiation oncologists with a focus on children ensure that high quality care is delivered in Varanasi. The Childhood Cancer Program has dedicated staff, follows strict protocols and offers the same advanced treatment and care as children and families would receive if they traveled to Mumbai or other urban centers.

Recognizing that childhood cancer stresses the family financially and emotionally, we have a dedicated social work team coordinating with a number of different affiliated NGOs to help provide financial assistance and services, including long-term stay for patients coming from a distance to receive treatment. In addition, affiliation with TMH, and involvement with the Indian Pediatric Hematology/Oncology Group (InPHOG), allows the Center to offer clinical research protocols for a variety of childhood cancer research trials so families rarely have to travel outside the region to get access to experimental trials or agents. We also anticipate participating in an increasing range of national and international childhood clinical trials over the next few years.

Department of Preventive Oncology

With the principal objective of prevention and early detection of common cancers like breast, gynaecological and head and neck cancers, the departments will work towards raising awareness and concern about cancer and affirming the prevention and curability of cancers if detected early. As the level of cancer awareness rises, the health seeking behaviour towards early detection would increase and consequently, the cancer load in the country will begin to decline.

The Department of Preventive oncology mainly focused on

  • Preventive Oncology OPD:
    • Screening for oral, breast and cervical cancer to detect precancerous lesions and early detection of cancer.
    • Diagnostic services like oral biopsy, colposcopy and colposcopy directed biopsy are done.
    • Cryotherapy for treatment of precancerous lesions is provided.
  • Health manpower training
    • Training medical officers and Dentists for primary and secondary prevention of cancer.
    • Training of primary health workers, ANMs and ASHA workers for screening of cancer.
  • Tobacco Cessation Clinic
    • A trained Medical social worker/Clinical Psychologist will provide behavioural counselling to individuals who consume tobacco, with follow up counselling whenever required.
    • Pharmacotherapy for tobacco cessation will be provided whenever necessary.
  • Research projects
    • Community Based as well as clinic based research projects on cancer prevention, biomarkers in cancer prevention, Genome-wide Association Study (GWAS) in oral precancerous lesions will be started in collaboration with other centres.
  • Cancer awareness in the community and outreach screening.
    • Health talk in the community for creating awareness about cancer, health hazards of tobacco will be will be conducted on regular basis.
  • Population Based Cancer Registry.
    • The objective of the population based cancer registry is to measure the burden of cancer in terms of incidence and mortality as well to know the pattern of cancer in the Varanasi district.
    • Strengthening the cancer care services in the Varanasi district by using the cancer registry data.

Department of Surgery

Surgical oncology includes multiple subspecialities. At present the department is divided into three major units- head and neck surgery, general surgical oncology and plastic and reconstructive surgery. We are starting with three well equipped major operation theatres and one minor operation theatre. With time, as we plan to expand the department with more faculty, in patient beds and operation theatres, we will subdivide the surgical facilities into specific organ based departments as followed in TMH Mumbai.

Department of Radiation oncology

Radiation oncology is an integral part of cancer treatment. At present there is a Cobalt machine and a Linear Accelerator.
Our radiation department will offer modern sophisticated state of art treatment modalities which include 3-D conformal radiotherapy (3-D CRT), Intensity modulated radiotherapy (IMRT) and stereotactic radiosurgery. In a short span of time, we aim at starting facilities for brachytherapy. 

Department of Pathology

A proper diagnosis is the key to successful management. The department of pathology incorporates histopathology, cytopathology, immunohistochemistry, molecular pathology and hematopathology. All the divisions will be managed by trained pathologists and technicians. The department will aim in providing precise and timely diagnosis necessary for proper patient management.

Department of Radiodiagnosis

The department of radiodiagnosis is well equipped with the latest technology and has Digital Radiography, Mammography, Ultrasonography, Color Doppler, CT scanner and MRI machines.
There is also facility for digital Portable radiography, and bed side and intra operative sonography. A ‘C’ arm digital radiography machine is also present for intraoperative radiography and fluoroscopy.

The imaging department also boasts of a PETCT Scanner for better evaluation of cancer.

 

As HBCH, Varanasi is a very young organisation research activity is yet to start in full scale..

Institutional Ethics Committee (IEC)

Mandate Terms of Reference Meeting Schedule Composition IECIEC Staff

Institutional Ethics Committee of Mahamana Pandit Madan Mohan Malaviya Cancer Centre (MPMMCC) & Homi Bhabha Cancer Hospital (HBCH), Varanasi hereafter referred to as “IEC” was established to formalize and specify Institution's commitment to the promotion of high scientific and ethical standards in patient care, professional education, clinical research, and community interests.

Timely review of research proposals and the safeguarding of high ethical standards formed the basis of the IEC review process. These are essential for clinical research including student research, investigator initiated research, extramural, intramural funded research and multi-centric multinational research.

The IEC was established in September 2019. The IEC of MPMMCC & HBCH is constituted by the Director, MPMMCC & HBCH under the authority vested by the Governing Council of Tata Memorial Centre.

In addition to this, IEC has been registered with National Ethics Committee Registry for Biomedical and Health Research, Department of Health Research and received Provisional approval on 7th July 2020 valid for 2 years. Currently, IEC is in the process of registration with CDSCO.

Mandate

The IEC through its delegated sub-committees, functions independently for maintaining a consistent scientific and ethical framework for patient care and research, and for integrating ethical values into practice, policy relationships, and organizational activities.

The purpose of the IEC is to cultivate a pluralistic and democratic exchange of scientific and ethical values and concerns, and to critically analyze them while looking for opportunities to enhance the scientific and ethical integrity of Institution.

The mandate of the IEC essentially is to promote patient care through a scientific and ethical approach to research and education.

 

The terms of reference for the IEC are as follows

Ensure the highest scientific and ethical standards of research at MPMMCC & HBCH, Varanasi.

Review and approve, proposals for clinical, basic or translational research projects (Intra and Extra mural) for scientific and ethical content

3

Improve ethical standards and issue guidelines on ethical dilemmas related to patient care services

4

To function as a forum to advise the administration in case of any ethical issues that may arise from patients, families or public

5

To maintain our leadership as a national standard of reference in all fields

6

To issue and periodically, update and revise SOP s and guidelines for effective functioning of IEC as and when necessary

7

Continuing education in clinical research bioethics and ethical aspects of clinical practice by seminars, workshops and interactive discussions for all categories of staff members including nursing and paramedical staff

8

To initiate and commission research studies on ethical aspects of practice in MPMMCC & HBCH, Varanasi.

 
  • The committee does not address or interfere in matters of administration, nor does the committee function as a grievance cell for staff members.

 

Meeting Schedule

IEC, MPMMCC & HBCH will meet on last Friday of every month at 11.00 a.m. (unless otherwise notified) in the Meeting Room, 1st Floor, DNT Block, Mahamana Pandit Madan Mohan Malaviya Cancer Centre (MPMMCC).

 

Composition

IEC is multidisciplinary and multi-sectorial in composition

IEC is composed of a minimum of 7, and maximum of 15 members. The members are selected so as to have an equitable representation of all specialties in MPMMCC & HBCH, Varanasi. It includes scientific and non-scientific members, clinicians and non - clinicians, a clinical pharmacologist, members of the community, a lawyer-expert in ethics, a social worker / layperson / patient representative to represent different points of view.
IEC shall consist of at least fifty percent of its members who are not affiliated to MPMMCC & HBCH, Varanasi.
The Committee will comprise of Chairperson, Co-Chairperson, Member Secretary, and other active members who represent an appropriate balance of professional, ethical, legal, cultural, educational, and community interests.
As far as possible, based on the requirement of research area such as oncology, HIV, genetic disorder, specific patient group (Cancer survivor), or NGO’s representatives may also be represented in the Ethics Committee.
The Committee should have adequate representation of age, gender, community, etc. to safeguard the interests and welfare of all sections of the community / society. Members are expected to be aware of local, social and cultural norms, as this is the most important social control mechanism.
The members should have various backgrounds to promote complete and adequate review of research activities commonly conducted by MPMMCC & HBCH, Varanasi.
