Homi Bhabha Cancer Hospital, Varanasi
(Under the auspices of Tata Memorial Centre, Mumbai and the Indian Railways)
Uttar Pradesh, with nearly 20 crore population, is the most populous state in the country. The state is reported to have the maximum number of cancers and cancer related deaths. However, there is an acute shortfall of comprehensive cancer care facilities in the state of Uttar Pradesh and adjoining areas. For resolution of this problem, Parliamentary committee on Science and Technology has entrusted Tata Memorial Centre, Mumbai under the leadership of Prime Minister Office, Government of India, to lead the effort to create adequate infrastructure and trained work force in the field of Oncology. To address the growing problem of cancer and lack of adequately trained manpower, Tata Memorial Centre (Grant-in-Aid Institution under Department of Atomic Energy, Government of India) has established Homi Bhabha Cancer Hospital (HBCH) and Mahamana Pandit Madan Mohan Malaviya Cancer Centre (MPMMCC) at Varanasi with the aim to offer state of the art patient care services, high quality education and cutting-edge research in the region of Uttar Pradesh.
HBCH was commissioned on 1st May 2018 as a 179-bedded hospital while the 352-bedded MPMMCC was commissioned on 19th February, 2019. Both HBCH and MPMMCC were formally inaugurated by Hon’ble Prime Minister, Shri Narendra Modi Ji on 19th February 2019. The distance between HBCH, Varanasi and MPMMCC, Varanasi is about 8 kilometers with driving time of 20 minutes. There is very good road connectivity between the two hospitals. Both HBCH and MPMMCC are working as complementary units under the administrative control of Director, HBCH & MPMMCC.
Our hospitals cater to the "cancer belt of India”, a population of nearly 40 crore people living in the States of Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, etc. The area not only has the highest burden of cancer cases but also is plagued with acute shortage of trained manpower to deal with management of cancer. The situation is going to worsen in the next couple of decades due to rapid urbanization in these areas. Through our twin hospitals, we are bringing comprehensive and very high-quality cancer care at affordable costs to the doorsteps of patients of Varanasi (Uttar Pradesh), its neighboring districts and adjoining States.

HBCH, Varanasi mainly caters to Paediatric Medical Oncology as well as Paediatric and Adult Haematolymphoid malignancy. In MPMMCC, solid tumour patients of various specialties i.e., Head & Neck, Thorax, Breast, Gastrointestinal, Gynaecology, Genitourinary, Neurosurgical, Bone & Soft Tissue Tumors, etc. are being treated. Diagnostic Imaging services, that include Radiodiagnosis and Nuclear Medicine, have state of the art diagnostic equipment and are fully functional at both the hospitals.
Laboratory Medicine Services are fully functional and equipped with the latest technologies for specialized tests. In Laboratory Medicine, besides all routine diagnostic tests, Pathology laboratory performs immunohistochemistry and molecular diagnostic tests, Hematopathology laboratory performs flow cytometry and coagulation studies, Biochemistry laboratory performs immunoassays for tumor markers and therapeutic drug monitoring, while Microbiology department has focused activities towards Infection Control, COVID testing and proper management of Biomedical Waste in our hospitals. Transfusion Medicine Centers at both the hospitals are approved by the State and the Central Blood Bank Licensing Authorities and well equipped with the latest high end equipment. At HBCH, we have started Bone Marrow Transplant facility with a strong laboratory support that includes Hematopathology, Cytogenetics and HLA testing.
In addition, we are running a Population Based Cancer Registry in the district of Varanasi covering a population of 4 million and also various screening programs for common cancers, e.g., Head and Neck Cancer, Cervical Cancer, Breast Cancer and Gallbladder Cancer.

The mission of Tata Memorial Centre is to provide comprehensive cancer care to one and has the motto to achieve excellence in Service, Research and Education. It has been observed that there is acute shortage of trained Oncology manpower in the country. To partly overcome this problem and to fulfill the mandate of Education, Academics Section was formally started in HBCH, Varanasi on 01.06.2020. While patient services continue in both HBCH and MPMMCC, Varanasi, Academic courses (Medical, Paramedical and Nursing) are registered under HBCH, Varanasi. HBCH, Varanasi aims to run academic courses (Medical, Paramedical & Nursing) in various specialties related to Oncology.
Medical Courses: HBCH, Varanasi is a stand-alone post-graduate teaching Institute recognized by the Government of India. HBCH, Varanasi has received permission from National Medical Commission to start MD (Radiation Oncology) and M.Ch. (Surgical Oncology) from the Academic Session 2021-22. Institute looks forward to starting other Medical Courses in the field of Oncology.
Paramedical Courses: HBCH, Varanasi runs unique Short Term Training Courses in Pathology, Biochemistry, Haematopathology, Microbiology, Transfusion Medicine, Dental & Prosthetics Surgery, Physiotherapy, Advanced CT/MRI and OT/ICU technology. Students receive stipend during these short-term training courses. Short Term Training Courses start in the months of January and July each year. In addition, Internship Programs are available in our Institute in Radiological Physics, Medical Social Work and Hospital Administration.
Nursing Courses: HBCH, Varanasi has received permission from the Indian Nursing Council to start Post Basic Diploma in Oncology Nursing (PBDON) from January 2022 Session. The Institute has also started Fellowship program in Pediatric Oncology Nursing and Palliative and Hospice Nursing Care. In addition, HBCH, Varanasi runs unique short term courses on Central Venous Access Devices and Stoma Care in the month of March 2022 every year.

Homi Bhabha Cancer Hospital, Varanasi has been permitted by National Medical Commission for starting following courses from the Academic Session 2021-22:
1. M.D. (Radiation Oncology): 04 Seats
2. M.Ch. (Surgical Oncology): 02 Seats
The Department of Radiation Oncology initially started with a Theratron 780c Cobalt Teletherapy machine which was inherited from the erstwhile Railway Cancer Hospital, in August 2018. The following has been the timeline of growth of the Department of Radiation Oncology:
1. The first TrueBeam LINAC (1st TrueBeam in Eastern UP & Bihar) was commissioned on 6th August 2018 at HBCH with 1st patient being treated on 28th August 2018. With this installation all the latest technology and radiotherapy treatment modalities like 3DCRT, IMRT, Rapid Arc, SRT with Image Guidance were available at HBCH, Varanasi.
2. The other 2 new TrueBeam LINACs were commissioned in MPMMCC on 24th October 2019 and 11th November 2019 and the 1st patients were treated on the machines on 27th November 2019 and 1st January 2020, respectively.
3. The Department also has a dedicated CT simulator at MPMMCC which was commissioned on 18th December 2019.
4. The new Bhabhatron Telecobalt Unit under the “Make in India” Program was used for first used for clinical treatment on 28th August 2020.

1. MD (Radiation Oncology): Received LOP from the NMC to start the course from the academic session 2021-22.
2. Medical Physics Internship: Students who have completed their Diploma Radiological Physics (Dip. RP) in various universities have been permitted by AERB to undergo their compulsory 1-year internship under the Department of Radiation Oncology at HBCH and MPMMCC, Varanasi. The first such batch of 2 interns joined in October 2020, 4 interns have completed by the year 2021.
All the faculty and staff are encouraged to involve themselves in in basic and clinical research. ABOUT
Department of Surgical Oncology at HBCH Varanasi was commissioned in April 2018 with 2 faculties. We started doing basic and semi advanced cancer surgeries. OPD registration has grown up to more than 3500 patients in a year. In the last almost four years, department has gained strength with the addition of more faculties in various disciplines like Head and Neck Surgery, Neurosurgery, Gynaec-Oncology, Urology, Orthopedics Oncology, Pediatric Surgery, Gastrointestinal and Thoracic Surgical Oncology and Plastic and Reconstructive Surgery.
Department has started performing minimal invasive surgeries in various disciplines like laparoscopy in colorectal surgeries, Uro-Onocology , Gynaec-oncology and thoracic divisions.
We are consistently growing in profession as well as academic fields. Various research projects are going on in the department and publications have been done in various journals of national and international repute. Also, department of surgical oncology is actively engaged in teaching of senior residents and fellows.

Tata Memorial Centre (TMC) is encouraging and promoting research in Cancer Biology as well as Clinical Research in Oncology. The Clinical Research Secretariat (CRS), Department at MPMMCC & HBCH was officially inaugurated by Padmashree Dr. R.A. Badwe, Director, TMC on 01st October 2021. The CRS offers a wide range of services from collection, maintenance, quality control & analysis of data to design & execution of prospective trials of importance to the institute and nation.
Currently, the CRS Department at MPMMCC/HBCH is staffed with trained manpower and has a well-developed infrastructure to run and support various clinical trials conducted by the investigators in MPMMCC & HBCH.
CRS Department is actively engaged in the conduct of BIRAC CTN Project which is related to establishing Clinical Trial Network units across the National Cancer Grid to promote multicentric collaborative research in the field of drug and device development. In addition to this, CRS also supported the multicentric project such as GRID Oncology: Remaking Cancer Care in India” in collaboration with King’s College London.
CRS has supported over 100 research studies which includes retrospective, prospective studies from clinic and randomized clinical trials. A large number of the studies have been either presented or published in peer reviewed journals.

Institutional Ethics Committee of Mahamana Pandit Madan Mohan Malaviya Cancer Centre (MPMMCC) & Homi Bhabha Cancer Hospital (HBCH), Varanasi hereafter referred to as “IEC” was established to formalize and specify Institution's commitment to the promotion of high scientific and ethical standards in patient care, professional education, clinical research, and community interests.
Timely review of research proposals and the safeguarding of high ethical standards formed the basis of the IEC review process. These are essential for clinical research including student research, investigator initiated research, extramural, intramural funded research and multi-centric multinational research.
The IEC was established in September 2019. Since its inception, IEC has held 23 full board meetings and reviewed 116 Investigator Initiated Projects till 31.12.2021, which includes Biomedical Health Research and Clinical Research.
In addition to this, IEC has been registered with National Ethics Committee Registry for Biomedical and Health Research, Department of Health Research and received Provisional approval on 7th July 2020 valid for 2 years.
IEC, MPMMCC & HBCH was also registered with Central Drugs Standard Control Organisation (Now referred as “The Central Licencing Authority (CLA)” on 15th Jan 2021 vide registration no. ECR/1501/Inst/UP/2021 valid for 5 years.
Mandate of IEC:
The IEC through its delegated sub-committees, functions independently for maintaining a consistent scientific and ethical framework for patient care and research, and for integrating ethical values into practice, policy relationships, and organizational activities.
The purpose of the IEC is to cultivate a pluralistic and democratic exchange of scientific and ethical values and concerns, and to critically analyze them while looking for opportunities to enhance the scientific and ethical integrity of Institution.
The mandate of the IEC essentially is to promote patient care through a scientific and ethical approach to research and education.
Terms of Reference of IEC:
1. | Ensure the highest scientific and ethical standards of research at MPMMCC & HBCH, Varanasi. |
2. | Review and approve, proposals for clinical, basic or translational research projects (Intra and Extra mural) for scientific and ethical content |
3. | Improve ethical standards and issue guidelines on ethical dilemmas related to patient care services |
4. | To function as a forum to advise the administration in case of any ethical issues that may arise from patients, families or public |
5. | To maintain our leadership as a national standard of reference in all fields |
6. | To issue and periodically, update and revise SOP s and guidelines for effective functioning of IEC as and when necessary |
7. | Continuing education in clinical research bioethics and ethical aspects of clinical practice by seminars, workshops and interactive discussions for all categories of staff members including nursing and paramedical staff |

To initiate and commission research studies on ethical aspects of practice in MPMMCC & HBCH, Varanasi. |

Meeting Schedule:
IEC, MPMMCC & HBCH will meet on last Friday of every month at 11.00 a.m. (unless otherwise notified) in the Meeting Room, 1st Floor, DNT Block, Mahamana Pandit Madan Mohan Malaviya Cancer Centre (MPMMCC).
IEC processing fees (applicable for all pharmaceutical sponsored studies)
1. Initial project submission - Rs. 40,000/- + applicable GST
2. Protocol amendment /revision for ongoing studies - Rs. 10,000/- + applicable GST
The fees may be paid online via NEFT transfers, as cheque or demand draft drawn in favour of “Homi Bhabha Cancer Hospital, Varanasi.”

IEC is multidisciplinary and multi-sectorial in composition. | |
IEC is composed of a minimum of 7, and maximum of 15 members. The members are selected so as to have an equitable representation of all specialties in MPMMCC & HBCH, Varanasi. It includes scientific and non-scientific members, clinicians and non - clinicians, a clinical pharmacologist, members of the community, a lawyer-expert in ethics, a social worker / layperson / patient representative to represent different points of view. | |
IEC shall consist of at least fifty percent of its members not affiliated to MPMMCC & HBCH, Varanasi. | |
The Committee will comprise of Chairperson, Co-Chairperson, Member Secretary, and other active members who represent an appropriate balance of professional, ethical, legal, cultural, educational, and community interests. | |
As far as possible, based on the requirement of research area such as oncology, HIV, genetic disorder, specific patient group (Cancer survivor), or NGO’s representatives may also be represented in the Ethics Committee. | |
The Committee should have adequate representation of age, gender, community, etc. to safeguard the interests and welfare of all sections of the community / society. Members are expected to be aware of local, social and cultural norms, as this is the most important social control mechanism. | |
The members should have various backgrounds to promote complete and adequate review of research activities commonly conducted by MPMMCC & HBCH, Varanasi. |
