NOTICE FOR INVITING TENDER

Sealed Tenders are invited in Two parts i.e. Part ‘A’ (Technical Bid) and Part ‘B’ (Financial Bid) for the following from the Tenderer having adequate experience and capabilities to execute such magnitude of similar works for the period of two year i.e. 01/04/2015 to 31/03/2017

Cost of Tender document               : Rs. 500/-   in cash (non refundable)  

Date of sale of tender documents    : From 27/01/2015 to 12/02/2015
                                                                    (Between 10.00 hrs to 16.00 hrs)                             
                                                                    (Excluding Saturdays, Sundays & Holidays). 

Date of submission of Tender (Part A & B) – on   13/02/2015 up to 14.30 hrs. In the Dept. of Maint. & Verification Cell, 1st Floor, Main Bldg., Tata Memorial Hospital, Parel, Mumbai – 400 012 

Opening of Part ‘A’ (Technical Bid) – on   13/02/2015 at 15.30 hrs.
Tender documents for the above work can be had from the Maintenance & Verification Cell on any working days between 10:00hrs to 16:00hrs on the dates and on payment as mentioned above per set in cash (Non refundable) on production of following documents.

1. Bank solvency certificate of minimum Rs. 3,05,600 /-
2. Annual Turnover certified by Chartered Accountant for last 5 years.
3. List of similar works carried out during last 5 years.
4. Performance Certificate
5. List of Plant and Machinery
6. List of Technical Staff possessed. In addition list showing the cost of work completed/ in progress in last 5 Years, year wise shall also we produce for consideration for issue of Tender paper.
7. The Agency should have fully fledged office / workshop in Mumbai or nearby.

The Tender document will not be sent by post. 
Service Assurance Guarantee
            A) Regular Manpower
            B) Regular scheduled Calibration
In case the last date of sale and or the date of receipt and opening of tender is declared as Holiday, respective shall be treated as postponed to the next working days correspondingly.

Earnest Money should be deposited along with the Technical Bid in the form of Demand Draft, Pay order of State Bank of India or scheduled bank in favor of ACCOUNTS OFFICER, TMH. Cheques and Bank guarantees of Earnest Money Deposit will not be accepted. 
Part ‘A’ – (Technical Bid)
Technical Bid (Part ‘A’) will be opened on the date of submission at 15.30 hours in the presence of the attending tenderers. After opening of Part ‘A’ tender, competent authority shall constitute an inspection team who will visit, if required, to their office & worksites on going / completed works to evaluate the technical capability of the tenderers based on the following points.

1. Financial capability and their turn over during the last 5 years.
2. Technical capability of the company in the list of the subject work.                                      
3. Nature of work executed by the tenderers during last 5 years.
4. Organizational structure of the company.
5. Assets of the company required to carry out the subject work.
6. Time & Quality consciousness.
7. Tendency of the company with regard making extraneous claims and disputes.
8. Profile maintaining of site and specification of present tender (Preference will be given to agencies carrying out similar types of works.)

Part ‘B’   (Financial Bid) 
Containing financial bid of tender will be opened at a later date and the date of opening of Part ‘B’ of the tender will be communicated to successful tenderers who are qualified by technical evaluation involving visit, if required ,to the Agencies ongoing / completed work sites, office.

Conditional Tender offer shall not be considered.
Condition of Contract.

1. Performance Bank Guarantee to be submitted of 10% of work order value within seven days after L.O.I. is issued 
   
   
2. In case the Tenderer work done is not found effective to our satisfaction, the contract will be terminated by giving 30 days notice, and the Performance guarantee shall stand forfeited without prejudice to rights to take any other action under the terms of contract.
   
   
3. Income Tax & Surcharge as applicable thereon, will be deducted from the total value of work done as per directives of Ministry of Finance.  A certificate for such deduction will be issued to you by Account Dept.
   
   
4. The Agency shall abide by the general directives, and conditions of the Contract as per annexure I & II and contract Health Regulations or any other directives issued by the Management/State/Central Government any other statutory body at any time during the execution of Agency.   All the liabilities arising out of the any provision of labor acts in force and enacted from time to time shall be Agency’s responsibility.
   
   
5. The Agency  shall be required to obtain a license from the Commissioner of Labor under the “Contractor Labor (Regulation & Abolition) Act 1970” and the “Maharashtra Contract Labour Act 1917”  immediately and to observe and abide strictly by the rules and regulations frame there under, in case said Act is applicable. 
   
   
6. The Agency shall have to comply with all local State/Central and other government rules,    
     regulations bye-laws etc. and shall be responsible for payment for   all fees, duties taxes etc. and   such other dues or charges which may be liable under   this contract.

The Director, TMC and M & V Cell reserves the right to accept the work in full or in part or reject the tender in full or in part without assigning any reason thereof.
