A Grant-In-Aid Institute of The Department of Atomic Energy Government Of India

Homi Bhabha Cancer Hospital and Research Centre (HBCH & RC), Uma Nagar, Rasulpur, SKMCH Campus, Bihar 842004, is a Grant in Aid institutions under the Department of Atomic Energy, GOI. As the newest member institutions of the Tata Memorial Centre (TMC), it is dedicated to the ethos of pioneering affordable cancer care in India, specifically in North Bihar region. The entire region has limited health care infrastructure and quality cancer care is not within the reach of the common populace. With the rising cancer incidence in India, the most conservative estimates also pitch a mind boggling figures of more than 15,00,000 new cancer cases by the year 2025. The proposed catchment areas are Bihar, eastern Uttar Pradesh, Jharkhand, West Bengal, and, even, neighbouring countries like Nepal, and Bhutan. These include many of the most socio-economically backward areas of India. The proposed state-of art 100 bed hospital will serve as a ‘spoke’ of the Hub-and Spoke model of cancer care pioneered by TMC with the ‘hub’ being our larger centres in Mumbai and Varanasi. As a part of the support from the Bihar state government 15 acres of land within the premises of Sri Krishna Medical College & Hospital (SKMCH) have been allotted for the construction of this hospital. Heeding to the urgent need of providing services, a temporary modular hospital has been commissioned. This facility will provide advanced cancer diagnostics, treatment of solid as well as haematological malignancies.

The Tata Memorial Center Grant-in-aid institute under the Department of Atomic Energy (DAE) Govt. of India that has established 8 new peripheral cancer hospitals to cater to the needs of Cancer Patients and Strengthen Cancer Care Services across India. DAE has approved establishment of Homi Bhabha Cancer Hospital & Research Centre (HBCH&RC) at Muzaffarpur District of Bihar in support with Bihar Government. Currently HBCH&RC started functioning by the space provided by Govt. of Bihar to run the Cancer OPD, Surgical services, Chemotherapy, Telemedicine, Palliative Care and Population Based Cancer Registry (PBCR) Program.

Shri. Honorable Minister Health, Art Culture, Youth and Road Construction Department, Bihar has informed REC that Government of Bihar has decided to scale up the Cancer Screening Program in 14 districts of Bihar.

RECF, under its CSR activities sanctioned its financial contribution for Strengthening Cancer Screening and Awareness Programme of Basic Cancer Care Services in 14 Districts of Bihar namely: - Muzaffarpur, Vaishali, Samastipur, Siwan, Darbhanga, Madhubani, Supaul, Bhagalpur, Begusarai, Bhojpur, Patna, Nalanda, Gaya, Aurangabad.

Brief About Muzaffarpur Project

HBCH&RC, Muzaffarpur in association with Health Department, Govt. of Bihar propose to work on long term basis to strengthen the Comprehensive Cancer Care Services in Bihar right from Community level awareness to Cancer Screening & early detection, Chemotherapy, Radiotherapy, Onco-surgical and Home-based Palliative care services. In the first 3 years we will focus on strengthening Community Awareness, Screening & Early detection, Activation of Dental clinics for Oral cancer screening, increasing availability of Tablet Morphine for Palliative care needs and strengthening PHC, CHC & DH to conduct Cervical cancer screening program apart from Oral and Breast cancer screening in all 14 districts of Bihar. Training and Capacity building of existing Doctors, Healthcare workers under Bihar govt. at district & block level health facilities for Oral, Breast & Cervical Cancer Screening.

Homi Bhabha Cancer Hospital & Research Centre will also help in Alignment, Supportive supervision, Handholding- mentoring of 4 key National programs “National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), National Tobacco Control Program (NTCP), National Oral Health Program (NOHP) & National Program for Palliative Care (NPPC) in the Targeted Districts in phased manner for greater synergy, sustainability and impact on ground. HBCH&RC team will coordinate with NHM Bihar Office and all the activities performed under these headings will be reported to respective State Project Officers (SPO) & Nodal officers at District level of these 4 programs in the required reporting formats

Brief About Cancer Screening Program

A well planned Oral, Breast and Cervical cancer screening at the community level screening and early detection program can help in down staging of cancers from current 60-70% stage III/IV cancers to Stage I/II over 7 to 10 yrs. period. We have a dedicated team for Community Based Cancer Screening Program, so that we can pick up early-stage Common Cancers, we have started the program in 14 Districts (8 from North Bihar and 6 from South Bihar) considering high burden of cancers in these districts as well as in the vicinity of medical college within 100Km radius for referral of suspected cases and further examination.

Dr Gunjesh Kumar Singh (MBBS, MD, DM)

He has completed his MD from VMMC and Safdarjung Hospital, New Delhi and DM in Medical oncology from Tata Memorial Hospital, Mumbai. Dr Gunjesh has a vast experience in the field of oncology including adult solid (breast, lung, head and neck, gastrointestinal, gynecological, urogenital and bone/soft tissue) malignancies, as well as adult hematological cancers. He provides specialized and multidisciplinary approach for the treatment of aforesaid cancers. The lines of treatment include chemotherapy, hormone therapy, immunotherapy, targeted therapy and monoclonal antibody therapy

He has multiple publications in various international and Indian indexed journals. Dr Gunjesh has also presented his award-winning researches in various international platforms such as American society of clinical oncology (ASCO) and European society for medical oncology (ESMO).

He has been awarded with Dr Kalla Venkat Young Researcher award by Indian society of Medical and Pediatric Oncology (ISMPO) in 2019.


Department of Surgical Oncology ( Head and Neck )

Dr Burhanuddin is a young motivated head and neck surgeon with fellowships in head and neck surgical oncology after masters training in oral and maxillofacial surgery. He has worked at Tata Memorial Hospital, Mumbai as a Surgical fellow and also as research fellow for five years. He has been actively involved in exclusive surgical management, teaching, research and auditing of head and neck cancer during his training at the Tata Memorial Hospital, Mumbai.

Breast and uro-oncology surgery – Team of surgeons from Mumbai and Varanasi come on regular basis for surgery of carcinoma breast and uro-oncology.




Department of Pathology

Dr Pragya Singh (MBBS / MD – gold medalist)

She has completed her MD pathology from VMMC and Safdarjung Hospital, New Delhi. She has an experience of about 5 years in her field. Currently she is working as Senior Resident in the department of onco-pathology in Tata Memorial Centre, Mumbai. She has expertise in histopathology, cytopathology, hematology and immunohistochemistry with special interest in onco-pathology. She has various research publications in international and Indian indexed journals.

Our onco-pathology labs is well equipped and currently we are processing all tissues and fluids for diagnosis. We will have our inhouse IHC and hematology (flowcytometry) facility in future.




Department of Preventive Oncology

Dr Ravikant Singh (MBBS, MD),

Dr Ravikant has done his MBBS and MD (PSM) from Seth GSMC & KEM Hospital, Mumbai and currently working as Assistant professor Tata Memorial Centre, Mumbai under Department of Atomic Energy, Govt. of India since Nov 2019. He has founded Non-Profit Organisation “DOCTORS FOR YOU” in 2007. His work in public health sector workforce development for emergency response and multi drug resistance Tuberculosis in India is impeccable. Dr Ravikant is a member of Asian Disaster Reduction & Response Network (ADRRN). He is the first & only Indian to receive South Asian Association for Regional Corporation (SAARC) award for outstanding work in the aftermath of disasters in 2010.

She has completed her MBBS from RIMS, Ranchi and MS in obstetrics and gynecology from VMMC & Safdarjung Hospital, New Delhi and served as a senior resident for three years at Safdarjung Hospital. Worked as Assistant Professor at Sikkim Manipal Institute of Medical Sciences for three years and currently Heading Onco Gynec Unit at Homi Bhabha Cancer Hospital and Research centre, Muzaffarpur, Bihar. She is also leading the Cervical Cancer Screening & Early Detection Program in 14 Districts of Bihar and has multiple publications to her credit. She has done Sai Niwas health care colposcopy and preventive oncology course in October 2020.




Department of Palliative Care

Dr Kahkasha (MBBS, MD, Fellowship in palliative medicine)

She has ompleted MBBS and MD (Biochemistry) from JNMC, Aligarh. After completing her Senior Resident-ship from G B Pant PGIMER/MAMC, New Delhi she worked as Assistant Professor in Lady Hardinge Medical College, New Delhi and headed Biochemistry department at Balco Medical Centre, Raipur a tertiary cancer care centre from where Inspired by her mentor she moved to BBCI/TMH Guwahati and IPM Kozhikode for her fellowship in Palliative Medicine and has worked as Cipla's Home-based Palliative Care Physician. She has secured QI cohort status for TMH Muzaffarpur being run by Stanford India Quality Improvement Program 2021 as the Clinical Lead. She is working as an honorary Consultant of Palliative Medicine in TMH Muzaffarpur, Bihar. She will be taking forward the Palliative Care Program in 14 districts of Bihar on lines of the National Program for Palliative Care (NPPC)

PBCR

Muzaffarpur cancer registry is the first population-based cancer registry in the Bihar state. This registry was started in October 2018 and is located at the Sri Krishna Medical College, Muzaffarpur. It covers the population of 2.1 million. The major sources of cancer registry data are SKMCH Muzaffarpur, Mahaveer Cancer Sansthan Patna, Indira Gandhi Institute of Medical Sciences Patna, and PMCH Patna. Oral cancer is the predominant cancer in males in this area. Breast, Cervix and Gall bladder are the leading cancer sites in females.

Buxar OPD

This vision Cancer Clinic at Buxar started at District Hospital Buxar on 20th February 2020 by Hon’ble Minister of state for Health & Family Welfare Shri Ashwini Kumar Choubey and Deputy Director Center for Cancer Epidemiology (CCE), Navi Mumbai. This clinic was established with the support of CSR funds from Alkem foundation. The project is running well in full coordination with District NCD cell under NPCDCS program.

As HBCH, Muzaffarpur is a very young organisation research activity is yet to start in full scale..
