NOTICE FOR INVITING TENDER
Sealed Tenders are invited in Two parts i.e. Part ‘A’ (Technical Bid) and Part ‘B’ (Financial Bid) for the following work from the Tenderer having adequate experience and capabilities to execute such magnitude of similar works for the period of two year from 01/06/2021 to 31/05/2023.

Annual Estimated Cost : Approx. Rs. 6,50,000/- plus GST
E. M. D. : Rs. 65,000/-
Period of Contract : Two Years
Cost of Tender document : Rs. 500/- in cash (non refundable)
Validity of Tender : 120 Days
Date of sale of tender documents : From 22 / 04 / 2021 To 07 / 05 / 2021 Between 10.00 hrs to 16.00 hrs) (Excluding Saturdays, Sundays & Holidays).
Tender documents containing all the details can be obtained from the Dept. of Biomedical Engineering, 1st Floor, Main Bldg., Tata Memorial Hospital, Parel- 400 012 on all working days from Monday to Friday between 10.00 a.m. to 04.00 p.m. except Saturday, Sunday & Holidays on payment of Rs.500/- (Rupees Five Hundred Only) by Cash (non refundable) at our Cash Counter at 1st floor, Homi Bhabha Block Bldg. and cash Receipt need to be produced to Dept. of Biomedical Engineering for obtaining tender documents. Also tender document downloaded from website has to pay Rs. 500/- (Rupees Five Hundred Only) in cash. Cash receipt is to be shown at the time of submitting tender. In case the last date of sale and / or the date of receipt and opening of tender is declared as Holiday, the respective dates shall be treated as postponed to the next working day, correspondingly.

Opening of Part ‘A’ (Technical Bid) – on 07 /05/ 2021 at 15.30 hrs.
Following documents are mandatory in Technical Bid with Index.
1. NIT, General Condition of contract and Special conditions of contract duly sign and stamp on every page.
2. Valid NABL certificates in the discipline of Electro-technical, Mechanical and Thermal with recommended scope are to be submitted.
3. Earnest Money Deposit (EMD) of Rs. 65,000/-
4. Annual Income Tax return for last 3 years.
5. Vendor should have profit making for last 3 years ending in March 2021 and total turnover of the firm / agency have minimum of rupees 50 Lakh for each year. Audited & signed by CA Balance Sheet & Profit & Loss Account (amount in Rupees) for last three years should be submitted.
7. Latest Bank Solvency Certificate.
8. List of Plant & Machinery, Technical Staff with qualifications and experience.
9. The Agency should have full fledged Calibration Lab. (office / workshop) in Mumbai or nearby. (It should be declared on letter head having current address)
10. List of similar works carried during past 3 years in hospitals. The performance certificate and work order copies of previous & current year with schedule of quantities are to be submitted.
11. Certificate of Registration for GST., PAN Card and NEFT/ RTGS Details with Cancelled cheque.
12. Registration of Company (ROC), Incorporation of Company (IOC) and Registration certificates under Maharashtra Shop & Establishment Act.
13. Contact person name, Designation, email, telephone, mobile no. fax no.
All the submissions are to be signed and stamped on every page. Incomplete (in such respects), tenders are liable to rejection. Only technical bid will be opened on 07/05/ 2021 at 15.30 hrs in presence of tenderers present.
The Tender document will not be sent by post.

Earnest Money Deposit should be deposited along with the Technical Bid in the form of Demand Draft, Pay order of State Bank of India or scheduled bank in favor of ACCOUNTS OFFICER, TMH. Cheques and Bank guarantees will not be accepted for EMD.
Part ‘A’ – (Technical Bid)
Technical Bid (Part ‘A’) will be opened on the date of submission at 15.30 hours in the presence of the attending tenderers. After opening of Part ‘A’ tender, competent authority shall constitute an inspection team who will visit, if required, to their Labs (office) & worksites on going / completed works to evaluate the technical capability of the tenderers based on the following points.
1. Financial capability and their turn over during the last 3 years.
2. Technical capability of the company in the list of the subject work.
Ø Valid NABL certificates in the discipline of Electro-technical, Mechanical and Thermal with recommended scope are to be submitted.
Ø Sample calibration certificate for at least two parameters to be submitted.
3. Nature of work executed by the tenderers during last 3 years.
4. Organizational structure of the company.
5. Assets of the company required to carry out the subject work.
6. Time & Quality consciousness.
7. Tendency of the company with regard making extraneous claims and disputes.
8. Profile maintaining of site and specification of present tender (Preference will be given to agencies carrying out similar types of works.)
Part ‘B’ (Financial Bid)
Containing financial bid of tender will be opened at a later date and the date of opening of Part ‘B’ of the tender will be communicated to successful tenderers who are qualified by technical evaluation involving visit, if required ,to the Agencies ongoing / completed work sites, office.
Conditional Tender offer shall not be considered.
General Conditions of Contract.
1. Performance Bank Guarantee to be submitted of 10% of work order value within seven days after L.O.I. is issued
2. In case the Tenderer work done is not found effective to our satisfaction, the contract will be terminated by giving 30 days notice, and the Performance guarantee shall stand forfeited without prejudice to rights to take any other action under the terms of contract.
3. Income Tax & Surcharge as applicable thereon, will be deducted from the total value of work done as per directives of Ministry of Finance. A certificate for such deduction will be issued to you by Account Dept.
4. The Agency shall abide by the general directives and conditions of the Contract as per annexure I & II and contract Health Regulations or any other directives issued by the Management/State/Central Government any other statutory body at any time during the execution of Agency. All the liabilities arising out of the any provision of labour acts in force and enacted from time to time shall be Agency’s responsibility.
.5. The Agency shall be required to obtain a license from the Commissioner of Labour under the “Contractor Labour (Regulation & Abolition) Act 1970” and the “Maharashtra Contract Labour Act 1917” immediately and to observe and abide strictly by the rules and regulations frame there under, in case said Act is applicable.
6. The Agency shall have to comply with all local State/Central and other government rules, regulations
bye-laws etc. and shall be responsible for payment for all fees, duties taxes etc. and
such other dues or charges which may be liable under this contract.
The Director, TMC and Incharge, DoBE reserves the right to accept the work in full or in part or reject the tender in full or in part without assigning any reason thereof.
